F-117A Phase09 is a read-only precompiled website. Editors maintain approved JSON offline, rebuild sequential layers Phase04 → 05 → 06 → 07 → 08 → 09, test, and the publisher uploads one completed site-only ZIP. No live database, CMS, accounts or automatic X ingestion.
2. Keep author and subject distinct
Only an actual current 150-person immutable person ID may own a profile-linked statement. Historical figures outside the directory are displayed by name and source, never assigned synthetic current senator IDs.
3. Compare the actual propositions
A shared word or concern can be a topical parallel. A documented same-speaker follow-up can be labeled progression. Neither automatically proves a contradiction, deception, influence, or party coordination.
4. Separate policy stages
A speech, introduced bill, committee report, cloture motion and enacted law are separate kinds of public record, each with distinct evidence and legal status.
5. Avoid hindsight and incompatible statistics
Report contemporaneous wars, periods, measurement units, baselines and alternative explanations. A price-rate claim is not a price-level claim; similarly named technologies across eras are not identical.
6. Preserve disputed or inaccessible material
The original Phase05 reader supplied post may be represented with precise source-authenticity limits. New research must not magically change a prior reviewed claim or source access date.
7. Use editorially reviewed comparisons
Comparison panels have curated distinctions for specific pairs. Selecting a different pair is merely reader exploration and does not create a new published finding. The tool computes no truthfulness or influence score.
8. Maintain a visible correction trail
Add records/revisions only after source inspection. Keep original slugs, prior public exports, source provenance and prior phase data as immutable release snapshots; the publisher uploads the complete ZIP.
