What this release tests
This Phase 11 release adds a reproducible security, route, privacy and accessibility inspection layer to the accepted Phase 10 newsroom. The editorial record is not silently rewritten; previous article text, public-record datasets and credited images retain their prior bytes.
- Exact previous-build checksum and immutable ZIP fallback.
- All website routes, citations, directory identity and static assets checked.
- Local browser interaction, mobile layouts, keyboard access and reduced-motion behavior tested.
- Client-side features only; no backend editor, accounts, D1 or R2.
Editorial safeguards
Each article retains its dated evidence, sources, original-post authenticity limits and correction records. Six official statistical datasets and 100 published Senate vote positions are preserved. A screenshot or citation is not automatically proof that the underlying statement is true.

Not a live-host certification. Browser, headers, route and source checks run on a local copy. Cloudflare project settings, real production headers, current external-source accessibility, independent penetration testing and publisher post-deploy confirmation remain outside this test.
