Public-record verification methodology
What an official record proves, what it does not, and how each identity, version and dated action enters F-117A.
01 / Document versions are not law
IS = introduced in Senate; RS = reported in Senate; EH = engrossed in House. Each version is a distinct historical document. An introduced/reported/engrossed bill is not automatically enacted. Avoid converting a sponsor or committee report into a senator’s floor vote.
02 / Procedural vote ≠ bill passage
The 119th Senate Roll Call 234 was a cloture motion on a motion to proceed to H.R. 3633. Its 49 Yea / 50 Nay result rejected cloture on that motion, not final passage of the bill, and not an isolated clause-specific recorded vote.
03 / Exact senator-to-office join
Each roll-call position is matched to an immutable per_ person ID and ofc_ seat ID using state, party and the Senate clerk’s surname. The 100-person complete roster and the official 49/50/1 sums are both required to validate.
04 / Hearing / allegation ≠ finding
A congressional hearing and an opening statement establish proceedings and attributable rhetoric, not that every accusation is true. Nonpolitician witnesses are not promoted to senator identity records.
05 / Administrative proceedings are revised
A commission consent order may later be modified, reopened or vacated. The January 2025 FTC order is retained as history; the July 2025 set-aside is linked prominently. Commission actions are not secretly assigned to senators.
06 / Office history survives turnover
Permanent office IDs describe seats. Person IDs describe people. A future vacancy or new incumbent does not acquire a predecessor’s historical votes; event-time attribution remains pinned to the person who voted.
07 / Publication and preservation
Records are curated in private approved JSON, checked against a dated source ledger and exported as static HTML, JSON and CSV. F-117A does not scrape votes live, store reader edits, operate an admin portal, or use D1/R2. Amendments require revised approved source and auditable release history.
08 / What is NOT indexed
Selected records are not a complete federal legislative database or every senator’s lifetime votes. Governors are not marked as Senate voters; missing records do not mean no relevant conduct exists. No executive order, court judgment or regulatory claim is created without a verified official source.
09 / Right of reply and corrections
Official public records and editorial claims are separate. A corrected primary document requires provenance, dated review and transparent version history. If no response was solicited, it must not be described as refused. Historical article claims and source captures retain their IDs and revisions.
Scope and data
Snapshot 2026-10-11; 10 selected official records from 12 source entries, one complete 100-position official Senate roll call. Raw and CSV exports have a SHA-256 manifest. All six Phase 07 datasets remain separately archived and unchanged.
