Trump, Ilhan Omar and Somali Minnesotans: the crime record, fraud, federal power and collective blame

A three-part, source-scoped investigation of Trump’s October 8 statement, Omar’s October 9 response, Minnesota crime data, verified fraud, contested claims against Walz, federal enforcement and the limits of political rhetoric.

October 13, 2026 research cutoff. The owner supplied original three-part FACT-CHECK–FULL-DISCLOSURE texts (Part 1 in chat; Parts 2/3 in attachments), preserved privately. Trump October 8 Truth Social text can be compared with archived original; the submitted Omar X permalink has an 18-digit snowflake that points to 2012, not 2026. A corrected original 19-digit X permalink is independently linked in a contemporary news embed and decodes to Oct 9, 2026, but HTTP 403 prevents direct original retrieval. A brief Omar excerpt is reproduced by that contemporary reporting and is labeled as such, not as a platform-verified capture. Dated court orders, BCA crime data, Minnesota audit and DOJ convictions were cross-checked; some cited secondary reporting and policy documents remain source-scoped and should be rechecked for corrections. The 2026 House Oversight majority report is an advocacy-sensitive majority report, not a criminal verdict. The federal home search of Omar on October 12 is a later judicially authorized investigative step, not a conviction or evidence that it followed from the October 8 post. Walz is linked only as a related subject, never attributed as Omar’s post author. No right of reply was requested. This article does not establish collective ethnic criminality, a secret presidential intent, or an unconstitutional motive for Omar’s home search.

01 Evidence boundary: original October statements and what is verified

FACT-CHECK–FULL-DISCLOSURE · Investigation 08. The October 8, 2026 Trump Truth Social text is accessible in a dated independent archive and supported by local contemporary reporting. Ilhan Omar’s October 9 response is reproduced in published reporting, but the reader-supplied 18-digit X post identifier decodes to June 2012, not October 2026. A contemporaneous news embed provides the corrected original permalink with 19 digits, matching October 9, 2026 by timestamp. Direct X retrieval remains HTTP 403; its contents are evidenced by secondary reproduction, not an independently fetched original post. [i] [ii] [xxxvii] [xxxix]

Assessment: The statewide takeover and generalized ethnic criminality allegations are not supported by the cited demographic and statewide crime measures. Local crimes, federal fraud convictions and an alleged terror plot are real separately bounded matters. Omar's response is a political judgment about the hazards of stereotyping; the evidence does not establish a criminal-incitement conviction or prove the president’s private intention. The source audit distinguishes conviction, charge, court ruling, institutional review, allegation and inference. [i] [iii] [iv] [xi]

02 Part I — October 8 Trump statement and October 9 Omar response

THE DOCUMENTED EXCHANGE. On October 8, President Donald Trump wrote on Truth Social that Minnesota was being "taken over" by Somali immigrants, described statewide "Violence, Murder, and Mayhem," asserted that Somalis were victimizing other Minnesotans and urged residents to "fight back." He accused Governor Tim Walz of being a "thief" and instructed Walz and Minneapolis Mayor Jacob Frey to ask for federal help. Rep. Ilhan Omar responded on October 9 that Trump's repeated targeting of Somali Minnesotans was dangerous and that the community would not be intimidated. The October 8 Trump statement is recorded in the archive and contemporaneous reporting reproduces Omar’s October 9 reply. However, the reader-supplied permalink is malformed for a 2026 post. A contemporary published embed identifies the matching, 19-digit original URL; its timestamp agrees with October 9, but direct X retrieval is blocked (HTTP 403). Quotation remains sourced to contemporaneous reproduction, not direct authenticated retrieval. The accuracy of each political assertion is a separate question. [i] [xxxvii] [xxxix] [ii]

03 Part I — The latest complete statewide crime series

START WITH THE STATE, NOT AN ANECDOTE. The Minnesota Bureau of Criminal Apprehension's SEPTEMBER 10, 2026 release of the complete 2025 Uniform Crime Report recorded 130 murders statewide, down from 172 in 2024; violent crime fell 14% across the seven-county Twin Cities metro and 9% in greater Minnesota. The state's violent-crime rate was 226 per 100,000, the lowest since 2019. Robbery, aggravated assault, carjackings and auto theft also declined. These are the latest COMPLETE statewide calendar-year statistics, not a claim that every category or neighborhood improved in the still-unfinished year 2026. They provide a needed counterweight to a portrayal of the whole state being in an ever-worsening murder emergency. [iii]

04 Part I — Serious local shootings and a separately alleged terrorism plot

REAL OCTOBER DANGERS CANNOT BE DISMISSED. On October 6, Bloomington Police Chief Booker Hodges described an overnight shooting in which more than 100 rounds were fired and a minor was injured; he and other suburban chiefs linked a series of incidents to Somali-American youth gang disputes, including social-media conflicts. No one had been arrested for that specific Bloomington incident at the time of the report. Two Somali-American teenagers had also been wounded at an October 2 Eden Prairie school football game amid reported gang tensions. Leaders were considering a regional task force, and Hennepin County had redirected violence-prevention resources. These are genuine local public-safety problems requiring serious, focused enforcement. They are NOT a statewide ethnic-crime rate or evidence that Somali neighbors collectively committed them. [iv] [v]

On October 7, federal prosecutors charged an 18-year-old Richfield resident with knowingly receiving a firearm and ammunition to commit a terrorism offense. Prosecutors allege that he planned an ISIS-inspired mass attack at the Mall of America and was arrested after purchasing an inoperable rifle and ammunition from an undercover FBI agent. The federal criminal complaint is an ALLEGATION and he remains presumed innocent unless convicted. AP identified him as a U.S.-born citizen whose parents came from Somalia: identifying him merely as a "Somali immigrant" would be factually wrong. Law-enforcement intervention prevented an alleged planned attack; it does not establish that a whole ethnic community endorses it. [vi] [vii]

05 Part I — Population, ancestry, immigration and institutional claims

NOW CHECK THE DEMOGRAPHIC CLAIM. Minnesota Compass/Wilder Research, using 2024 Census estimates, reports approximately 111,722 residents of Somali ancestry in Minnesota, with a substantial sampling margin of error. Minnesota as a whole has approximately 5.8 million residents: the estimated Somali-ancestry share is around 2%. The 2020-2024 pooled sample puts 52.2% of Somali-ancestry residents as foreign-born, meaning roughly 47.8% were U.S.-born in THAT sample; many immigrants have also naturalized. Somali ancestry, birth abroad, citizenship, refugee status, temporary protection and illegal presence are NOT synonyms. The 2024 population headline and pooled nativity measures have different methods and must not be silently combined as if they were the same survey. [viii] [ix]

A population accounting for about 2% of Minnesota does not by itself settle every dispute about demographic change, cultural integration or local governance; it does, however, contradict the insinuation of a demonstrated statewide population takeover. Nothing in the quoted statement names a hostile organization controlling Minnesota's legislature, police, courts, governor's office or elections. A Somali-born resident serving in Congress after winning an election is ordinary political participation, not evidence of a foreign occupation. [i] [viii] [ix]

06 Part I — Claim-by-claim fact check and the risk of collective accusation

CLAIM-BY-CLAIM, THE DISTINCTIONS ARE THESE: [i] [iii] [viii]

  • "Being taken over": a metaphor presented without a defined metric or documentary evidence of institutional seizure. Population statistics do not substantiate the broad suggestion. [i] [iii] [viii]
  • "Murder and mayhem all over": serious individual incidents are documented, while the latest complete statewide crime series was declining. The post does not supply a dated 2026 statewide trend or a Somali-specific crime-rate denominator. [i] [iii] [viii]
  • "You have been robbed": real public-program fraud has occurred, and specific victims include taxpayers and children deprived of services. No court finding transfers criminal liability to Somali immigrants generally. [i] [iii] [viii]
  • "The Somalians ... view you as weak and stupid": an assertion about the mental attitudes of an entire community without evidence. No president, journalist or critic can validly read the intentions of tens of thousands of individuals from a few criminal cases. [i] [iii] [viii]
  • "Fight back": contextually ambiguous. It could refer to lawful political action or demands for policing; some readers could construe it as permission for vigilantism because the named adversary is an ethnic group, not a specific charged criminal. This is a foreseeable rhetorical safety issue, not a judicial finding of criminal incitement. [i] [iii] [viii]

07 Part I — Documented community safety responses

AND THE CONSEQUENCES WERE NOT ENTIRELY THEORETICAL. MPR reported October 9 that mosque leaders were reviewing emergency exits, renewing volunteer safety patrols and expressing concern about harassment after the remarks. Dar al-Farooq mosque had previously been the target of a bombing in 2017. These are documented precautionary responses and historical context, NOT proof that Trump personally ordered a subsequent attack or that every concern became an assault. [x]

The right to insist on prosecution of violent offenders and fraudulent contractors is compatible with the right of innocent Somali Americans, including children, business owners, refugees and naturalized citizens, not to be assigned collective guilt. Public safety requires identifying conduct, victims, defendants, time periods and legal evidence. Part 2 examines the fraud, Walz, Frey and a consequential court decision about federal intervention. [i] [iii] [v]

08 Part II — Proven Feeding Our Future and Medicaid fraud

FIRST: FOLLOW THE PUBLIC MONEY. Feeding Our Future was a Minnesota nonprofit sponsor administering federally financed child-meal sites during the pandemic. In federal prosecutions, Aimee Bock and associates were convicted in a roughly $250 MILLION fraud scheme involving fake meal counts, shell entities, kickbacks and diversion of money intended for children. In MAY 2026 Bock was sentenced to 500 months in federal prison. DOJ announced in July that its 68th defendant had been convicted in the Feeding Our Future series, and subsequent sentencing continued. Bock was the founder and executive director of the lead nonprofit; describing the whole affair as a conspiracy by every Somali resident ignores the central nonprofit's actual leadership and the individually charged defendants. [xi] [xii]

A separate federal jury convicted a Minnesota woman in OCTOBER 2026 of fraud involving $3.6 MILLION from the now-discontinued Medicaid Housing Stabilization Services program. DOJ also announced pleas in other housing-service schemes. These are genuine, serious breaches of public trust. Government cannot protect vulnerable beneficiaries if it fails to identify fraudulent providers, stop improper payments and recover funds. Yet indictment, conviction, an agency estimate and an extrapolation of billing irregularities are FOUR different evidentiary categories. One may not automatically call the entire budget of a high-risk program "stolen." [xiii] [xiv]

09 Part II — Nonpartisan audit findings and contested oversight estimates

SECOND: AN INDEPENDENT STATE AUDIT FOUND CONSEQUENTIAL OVERSIGHT FAILURE. Minnesota's NONPARTISAN Office of the Legislative Auditor concluded in June 2024 that the Department of Education failed to act adequately on warnings, mishandled complaints, allowed Feeding Our Future to investigate some complaints about itself, and did not use monitoring and enforcement tools effectively. The department disputed aspects of the audit and cited referrals to law enforcement and reforms. Those disputes should be weighed, but the auditor's documented administrative failures cannot be erased. The problems began before many pandemic waivers and cannot be explained only by one individual official or ethnicity. [xv]

A majority-led U.S. House oversight report issued in 2026 made additional allegations that senior officials, including Walz and Attorney General Keith Ellison, had been aware of warnings and slow to halt payments. Its most expansive figures, including up to $9 billion in suspected Medicaid exposure, represent contested estimates and risk assessments rather than $9 billion proven in court to have been stolen. The federal Centers for Medicare & Medicaid Services also alleged program-integrity noncompliance in early 2026. This is substantive material for legislative oversight, not an interchangeable finding that the governor received kickbacks. The state contests portions of the federal claims and describes countermeasures. [xvi] [xvii]

10 Part II — Walz: dated retirement announcement, oversight actions and unproved personal theft

THIRD: TEST TRUMP'S DIRECT CLAIM ABOUT THE GOVERNOR. TIM WALZ DID ANNOUNCE on January 5, 2026 that he would NOT seek a third term amid the fraud controversy. That is a verifiable fact. But Trump's allegation that Walz is personally a thief who wants to leave with stolen money has no identified criminal charge, audit tracing funds into his possession, court finding or proved personal payment in the records reviewed. Failure to prevent fraud, possible negligence, delayed oversight and personal embezzlement are NOT synonymous. A governor may be held politically and administratively accountable without inventing an unproved personal criminal offense. [xv] [xvi] [xvii] [xviii]

Nor is it accurate that Walz simply "doesn't want to get involved." His administration announced audits of 14 high-risk Medicaid programs, hired external claims reviewers, established or expanded fraud-investigation capacity and closed Housing Stabilization Services. Minnesota DHS describes prepayment reviews, provider freezes and law-enforcement referrals; these are the state's own descriptions and need independent performance verification. Critics can fairly argue the measures came TOO LATE or remain insufficient. The existence of the measures refutes the literal claim that nothing was undertaken. [xix]

The administration in Washington should also be judged by evidence: its January 2026 White House release cited 98 fraud defendants, 85 of Somali descent, in a broader set of Minnesota fraud investigations; those were the administration's DATED case figures, not population-wide offense rates. Federal DOJ trials, searches and investigations are legitimate functions, but the composition of selected suspects cannot establish the criminality of an entire immigrant community. Nor should unproven allegations that food-program proceeds financed Somali terrorist organizations be upgraded to convictions without a money trail and a charging document establishing that link. [xx]

11 Part II — Who is responsible: city, county, state and federal jurisdictions

FOURTH: MAYOR JACOB FREY IS NOT THE GOVERNOR AND NOT BLOOMINGTON'S POLICE CHIEF. Minneapolis municipal leadership, statewide welfare oversight, suburban gang enforcement and federal immigration prosecution have different jurisdictions. Bloomington, Eden Prairie and Edina authorities were already discussing regional responses to gang violence; local law enforcement and federal prosecutors also conducted the Mall of America investigation. Frey's opposition to a particular immigration-enforcement deployment is not proof that he opposes investigating gang shootings or criminal fraud. [xxi]

THE FEDERAL-POWER RECORD HAS A CRITICAL LEGAL DEVELOPMENT. In DECEMBER 2025-JANUARY 2026 the Trump administration deployed thousands of federal immigration personnel to Minnesota in Operation Metro Surge. Two U.S. citizens, Renee Good and Alex Pretti, were killed by federal officers amid that operation; investigations and litigation over agents' actions remain separate from fraud prosecutions. Thus federal assistance or enforcement was already occurring long before Trump's October 8 invitation. [xxii]

12 Part II — The judicial ruling on specified federal subpoenas

In JUNE 2026 Chief U.S. District Judge Patrick Schiltz QUASHED federal grand-jury subpoenas served on the offices of Walz, Frey, Ellison and other local officials. The court found the subpoenas had been issued to coerce state and local cooperation in federal civil immigration enforcement and to harass/retaliate for refusal. That is an actual ruling on specified subpoenas, not simply a Democratic characterization of events or a global verdict invalidating all immigration enforcement. The DOJ disputed the court's conclusions and asserted its commitment to enforcing federal law. [xxiii]

13 Part II — The separate October 12 investigation of Omar and legal caution

One further timeline update should NOT be laundered into this earlier October 8 post: On OCTOBER 12, Homeland Security Investigations agents searched REP. ILHAN OMAR'S Washington-area home under a judicially authorized warrant. DOJ said a criminal investigation was ongoing but disclosed little about its basis; reporting links it to questions about old immigration paperwork. Omar denied wrongdoing and alleged political intimidation. A valid search warrant is not a conviction, nor is political retaliation established merely by its proximity to an election. Conversely, the timing and prior rhetoric justify demanding transparent compliance with safeguards and due process, within proper limits on releasing investigative evidence. It has not been established that the search resulted from Trump's October 8 post. [xxiv]

THE EVIDENTIARY DISTINCTION IS ESSENTIAL: DOCUMENTED FRAUD, documented negligence and control failures, documented anti-fraud reforms, a documented court finding of federal retaliation in a separate immigration case, and unproved accusations of personal theft are NOT the same proposition. That separation protects taxpayers, crime victims, innocent neighbors and the rule of law simultaneously. Part 3 examines the precise rhetorical mechanisms and the constitutional boundaries of "fight back" and federal intervention. [xi] [xv] [xxiii] [xxiv]

14 Part III — Rhetorical framing and evidentiary distinctions

A president may lawfully criticize crime, demand better fraud controls, condemn gang leaders and request cooperation from a state. Politicians may also express forceful views about immigration. The constitutional and factual questions are WHETHER THEIR CLAIMS IDENTIFY ACTUAL WRONGDOERS, WHAT AUTHORITY THEY ASSERT, AND HOW THEY CHARACTERIZE INNOCENT PEOPLE. A president's powers are not unlimited, and presidential rhetoric is not a substitute for the findings of police, auditors, judges or juries. [xxv] [xxxi]

WHAT THE TEXT ACTUALLY DOES. Trump's October 8 Truth Social statement constructs a recognizable sequence: first a formerly "great" state allegedly faces outside takeover; next an ethnic immigrant group is connected to pervasive murder, theft and contempt for existing residents; state officials are cast as corrupt and absent; readers are ordered to "fight back"; finally the president offers federal "rescue." The pattern is visible IN THE WORDING. Whether the author deliberately intended to incite violence, gain votes or intimidate Somali Americans cannot be proved solely from this text. [xxv]

CALL THE RHETORICAL DEVICES BY THEIR PROPER NAMES: [xxv] [xxix]

  • 1. ETHNIC GENERALIZATION / COLLECTIVE GUILT: actions attributed to charged individuals or gang members are projected onto the Somali community. A suspect and an entire national-origin group are different categories. [xxv] [xxvii] [xxix]
  • 2. XENOPHOBIC FRAMING: residents are portrayed as foreign occupiers regardless of citizenship or birth. This describes features of the language; it is not a psychiatric diagnosis of Trump or a judicial finding of illegal discrimination. [xxv] [xxvii] [xxix]
  • 3. THREAT AMPLIFICATION / FEAR APPEAL: repeated references to statewide takeover, murder and rescue suggest an emergency without matching the claim to the latest complete state crime series. [xxv] [xxvii] [xxix]
  • 4. SCAPEGOATING: complex issues involving pandemic program rules, agency control failures, fraud networks, state and federal enforcement, and local gangs become an accusation against one visible population. [xxv] [xxvii] [xxix]
  • 5. FALSE CHOICE: the public is pushed toward accepting federal rescue or supposedly abandoning safety. In fact lawful enforcement, prosecution, state reform, minority rights and constitutional oversight can operate together. [xxv] [xxvii] [xxix]
  • 6. DELEGITIMIZATION: describing Walz as a thief before presenting evidence of personal theft confuses political accountability with proof of a crime. [xxv] [xxvii] [xxix]

15 Part III — What Omar said, and what it does not prove

ILHAN OMAR'S REPLY also contains factual and interpretive components. Contemporaneous reporting reproduces her statement that repeated attacks on Somali Minnesotans are dangerous and that the community will not be intimidated. The first is a political assessment grounded in explicit generalization against Somali immigrants; the second is an expression of solidarity and determination, not a measured count of who supports her. Omar is a Somali-born NATURALIZED U.S. CITIZEN and the elected representative of Minnesota's Fifth District. She is not responsible for fraud or gang conduct because of ethnicity, nor does her elected office immunize her from lawful investigation or ordinary political criticism. The October 12 judicially authorized search of her residence is a subsequent investigation, not evidence of guilt or proof that her earlier response was fabricated. [xxxvii] [xxx] [xxxviii]

THE DIFFERENCE BETWEEN MISINFORMATION AND DISINFORMATION MATTERS. A demonstrably false or misleading assertion can be classified without proving what a speaker knew. "Disinformation" implies deliberate deception and normally requires evidence such as internal instructions, coordination, editing records or verified knowledge of falsity. This article identifies unsupported group claims and misleading context; it does NOT assert an unseen political conspiracy, a secret order to commit violence or a proven plan to terrorize Somali residents. Conversely, legitimate crime reporting can become misleading when a headline leaps from a particular violent event to a general accusation about an ethnic population. [xxvii] [xxviii] [xxix]

16 Part III — Incitement standard, federal authority and anti-commandeering

LEGAL TEST: NOT ALL DANGEROUS RHETORIC IS CRIMINAL INCITEMENT. The Supreme Court's Brandenburg standard generally protects advocacy unless it is directed at producing IMMINENT lawless action and likely to produce it. Whether an actual post crosses that threshold depends on audience, context, intent, likely imminence and more; no ruling reviewed here declares this post a crime. The absence of a criminal incitement ruling does not make the group accusation factually established or eliminate a leader's institutional responsibility to distinguish lawful mobilization from vigilantism. Americans may petition elected officials, report crimes, demonstrate peacefully and vote. Assaulting Somali residents or mosques is not lawful "fighting back." [xxxi]

WHAT WOULD "FEDERAL HELP" LEGALLY MEAN? Federal prosecutors and agents can pursue federal offenses within their lawful authority; joint FBI/state/local work already exists. A governor or mayor can request assistance for particular emergencies, but their request is NOT required for every federal investigation or immigration arrest. Military domestic-law-enforcement deployment is governed separately by the Posse Comitatus Act and limited statutory exceptions including 10 U.S.C. sections 251-253. The state-request mechanism under section 251 does not describe every possible federal intervention. The federal government cannot generally commandeer state and city officials into enforcing federal civil immigration policy. In June 2026 Judge Patrick Schiltz quashed DOJ grand-jury subpoenas concerning Walz, Frey and others, finding unconstitutional coercion and retaliation in those SPECIFIC proceedings. This is a judicial fact, not a general adjudication of every federal operation. [xxxii] [xxxiii] [xxxiv] [xxxv]

17 Part III — Public safety and civil rights together

REAL COMMUNITY RISK AND REAL SECURITY WORK CAN COEXIST. Minnesota police identified dangerous shootings involving youth gangs; the FBI and DOJ pursued a credible alleged terror plot; federal prosecutors secured convictions in major taxpayer fraud. Authorities should investigate organizers, shooters, fraudulent billers, recruiters, suppliers, money laundering and victims, and cooperate across county lines where the evidence warrants. Yet MPR documented mosques reviewing their security after the October 8 rhetoric. Hate incidents, threats, retaliatory vigilantism and fear of reporting crime can damage the SAME communities that benefit from stopping gangs and fraud. This is an observable concern, though no numerical causal effect from the post has been established. [xxvii] [xxviii] [xxix] [xxxvi]

MEDIA AND GOVERNMENT SOURCE-INTEREST AUDIT. The White House is authoritative for ITS OWN accusations and enforcement announcements but is an interested political party; the Minnesota DHS is authoritative for its actions but has an interest in defending its record. The independent legislative audit, actual federal criminal judgments, FBI complaint, official BCA crime data and court order answer different evidentiary questions. Local reports about gang incidents rely partly on named police officials, whose claims may later be modified by arrests or trial evidence. Community advocates are essential witnesses about security concerns, not a statistical crime census. A headline or viral Truth Social image is no substitute for case numbers and statewide denominators. Nor is disagreement proof that a newsroom took a bribe or deliberately fabricated facts. [xxvii] [xxviii] [xxix] [xxxiii]

SECOND THROUGH FIFTH ORDER: When a national leader collapses individual offenses into ethnic identity, a story about 100 shots or a criminal food-site operator can begin influencing attitudes toward all Somali schoolchildren, business owners and worshipers. Increased precautionary security and reluctance to cooperate with police are POSSIBLE downstream risks; assess actual data instead of inventing numbers. Meanwhile failure to prosecute real fraud erodes welfare programs, and failure to confront youth gun violence permits further victimization, including of Somali-American families. Intergovernmental conflict can divert resources, provoke litigation and undermine trust; transparent, legally bounded cooperation can reduce both violence and discrimination. [xxv] [xxvii] [xxix] [xxxvi]

18 Part III — Reproducible accountability standards and final synthesis

A REPRODUCIBLE ACCOUNTABILITY PROGRAM WOULD REQUIRE: (1) local, county and state crime series with field dates and denominators; (2) named suspects and proven convictions, never an ethnic presumption; (3) independent audits of federal nutrition and Medicaid funding and a published recovery tally; (4) serious multi-jurisdiction gang intervention with youth protection and lawful gun enforcement; (5) civil-rights and religious-site security, with threats investigated; (6) published federal operational authority and independent review of agent shootings; (7) respect for all citizens' and noncitizens' procedural rights; (8) public corrections when officials overstate numbers or impute guilt without evidence. [xxvii] [xxix] [xxxiii] [xxxvi]

THE FACTUAL SYNTHESIS: Minnesota has real violence, real organized fraud, and documented governance failures. Its latest complete statewide crime record nevertheless shows declining violent crime. Somali Americans include many U.S.-born and naturalized citizens; the conduct of defendants cannot be assigned to the entire population. Walz's decision not to run again is public, but personal theft is unproved; state officials have both failed in oversight and enacted reforms. The president's sentence uses a takeover-and-rescue structure that invites xenophobic and fear-based interpretations without furnishing demographic or community-wide crime evidence. Omar's objection describes that rhetoric; it does not itself prove Trump's secret intent. The constitutional standard is consistent regardless of who is in office: investigate individuals, protect victims, obey due process, and do not replace evidence with collective blame.
