ROSTER PROVENANCE / PHASE 02

WHO HOLDS OFFICE?

Every published incumbent record must be defensible, dated and connected to a primary institution.

2026-10-10 snapshot

This is a dated account of sitting U.S. senators and governors, not an election forecast. Election results, resignations, appointments and succession must trigger a new version with a preserved historical record.

Verifiable source hierarchy

  1. U.S. Senate current members — names, current parties, classes, official sites.
  2. NGA current governors — sitting governor identities, state assignment.
  3. NGA party and term roster — affiliation and term history starting point; older/stale rows cross-checked against individual biographies.
  4. NGA social-media directory — external X account association for governors; direct access to X may be blocked.
  5. Community Congress legislators dataset — Senate social handle leads, not individually certified by F-117A against each official office.

Verification statuses matter

NGA LISTED indicates a governor's account is linked from NGA. NEEDS PRIMARY RECHECK indicates a legislator account comes from curated third-party data, and must be verified on the office's own site before a post is copied into the claim intake registry. Missing accounts are left blank, not invented.

Separating persons, seats, and terms

person.id is an immutable internal key. office.id remains unchanged through turnover. tenure records the person occupying the office over an interval. Senate seat cycles do not establish when a named member first entered Congress; governor month-level terms do not assert exact inauguration dates.

Corrections and updates

Never replace the historical officeholder record in-place when the person changes. Close the prior tenure, open a successor tenure, and create a newly dated snapshot. Preserve original source URLs and verification notes. Distinguish this roster from the more detailed biographies planned for Phase 03.
